CCH GIS Data Dictionary

Street Centerlines - street network of Oahu, contains both non-military and military streets. Provides a foundation for routing applications and geocoding essentials used by the City Fire, EMS 911 CAD system and the City Police 911 CAD system. This layer is jointly maintained by the City and various military branches.

SegmentID

Street Segment ID. (CCH)

Values depend on the organization that maintains the street centerline:

0 - 199,999             : CCH street segments;

200,000 - 249,999  : Army street segments;

250,000 - 349,999  : Navy street segments;

350,000 - 399,999  : Marine Corps street segments;

400,000 - 424,999  : Coast Guard street segments;

425,000 - 449,999  : Air Force street segments.

Fullname

The full street name including directional, name and type. (CCH)

Values are the trimmed concatenation of Predir, Name, Type and Postdir.

ProperName

The full street name including diacritical marks. (CCH)

 

PreDir

Prefix street direction portion of the full street name (e.g., the “W” in “W Main St.”).  (CCH)

Possible field values follow the NENA Standard:

“N”, “S”, “E”, “W”, “NE”, “NW”, “SE”, “SW”

Name

The actual name portion of the full street name (e.g., the "Main" in "W. Main St."). (CCH)

If a street has a prefix street type (e.g. “Avenue A”), it will be entered in this field.

Type

Suffix street type portion of the full street name (e.g., the "St." in "W. Main St."). (CCH)

Possible field values follow the US Postal Service Publication 28 (per NENA Standards) and include: BLVD

NeighborL

Neighborhood board name for non-military streets or Installation Area names for military streets on left side of street segment.  (CCH)

Valid values are limited to those used in the County Name field of the Counties table in the TriTech CAD system.

NeighborR

Neighborhood board name for non-military streets or Installation Area names for military streets on right side of street segment.  (CCH)

Valid values are limited to those used in the County Name field of the Counties table in the TriTech CAD system.

Class

Street class.  The basic class of the street according to the standard TIGER CFCC codes. (CCH)

Possible field values are limited to (more values may be added):

A10    :              Freeway (interstate);

A20    :              Highway Provincial less than 4 lanes;

A30    :              County arterial (used for all military streets);

A40    :              City street;

A50    :              Jeep trail;

A60    :              Special road;

A70    :              Other road.

OneWay

Indicates if the segment is a one way street, and if so, the direction of travel.  (CCH)

Possible field values are limited to:

0 :  not a one way street segment;

1 :  one way in the same direction as the segment;

2 :  one way in the opposite direction as the segment.

Felev

Elevation code for FROM end of centerline for handling overpasses and underpasses.  Works with Telev attribute. (CCH)

Valid values are:

 0 :  FROM point not an overpass or underpass (surface street);

 1 :  FROM point is at an underpass;

 2 :  FROM point is at an overpass.

Note:  For example, if a freeway on-ramp travels over another street, the segments of the on-ramp would get the value of 2.  However, because the street underneath is a surface street, it just keeps a value of 0.  A street will only get a value of 1 if it travels underground or, I guess if it underpasses a surface street.

Telev

Elevation code for TO end of centerline for handling overpasses and underpasses.  Works with Felev attribute. (CCH)

Refer to the attribute rules for the Felev field.

Edittype

Indicates if the segment has been modified, and if so, in what wa.y (CCH)

Possible field values are limited to:

<blank>  :   not modified;

“0”          :   added segment;

“1”          :   deleted segment;

“2”          :   modified street attributes (use “4” instead);

“3”          :   modified street coordinates (use “4” instead);

“4”          :   modified street attributes and coordinates.

E911

Indicate if street segment is used for public safety.  (Military)

Possible field values are limited to:

“Y”         :   street segment is used for public safety;

“G”         :   gate gap that is not currently included in delivery of centerlines for public safety use;

<blank>  :   street segment is not used for public safety.

Transition

Maintainer of centerlines adjacent to this one, if different from the maintainer of this one.  (Happens only on centerlines at a boundary between jurisdictions).  (Military)

Possible field values are limited to:

<blank>  :   not a transition;

“AF”       :   transitions to street segments maintained by the Air Force;

“ARMY” :   transitions to street segments maintained by the Army;

“CITY”    :   transitions to street segments maintained by the City & County of Honolulu;

“CG”      :   transitions to street segments maintained by the Coast Guard;

“MCBH”  :   transitions to street segments maintained by the Marine Corps;

“NAVY” :   transitions to street segments maintained by the Navy.

Shared

Indicates if responsibility of address ranges on segment is shared and who this responsibility is shared with.  Also indicates which side of segment they are responsible for regarding the address range. (Military)

If this field is empty, and E911 is not ‘N’, then the organization specified in the Maintainer field controls everything about this segment.  If this field is not empty, the first 4 characters indicates which organization the segment is shared with.  The fifth character indicates which side of the segment this military department is responsible for regarding the address range.

Valid values for first 4 characters are limited to:

“ARMY” : Army;

“AF”       : Air Force;

“CG”      : Coast Guard;

“MCBH”  : Marine Corps;

“NAVY” : Navy;

“CITY”    : City and County of Honolulu.

Valid values for fifth character are limited to:

“L”         : Responsible for left side address range;

“R”         : Responsible for right side address range.

Owner

Indicates the owner of the street

Valid values limited to:

“FED”             : Federal

“STATE”        : State

“CITY”            : City

“PRIVATE”     : Private

“VARIOUS”    : Various Owners

“UNKNOWN”  : Owners unknown

Maintainer

Indicates the agency responsible for updating the geometry and attributes in the centerline gis layer.  (CCH)

Valid values limited to:

“AF”       : Air Force;

“ARMY” : Army;

“CG”      : Coast Guard;

“CITY”    : City;

“MCBH”  : Marine Corps;

“NAVY” : Navy.

ReviseDate

Date of last attribute and/or shape modification to centerline.  (CCH)

 


NOTES:

Street Centerline ‘Owner’ vs ‘Maintainer’(of the gis layer)

Do not confuse the field ‘Maintainer’ with maintenance of the physical street in the sense of ‘paving’, etc. The Maintainer field in this layer “Indicates the agency responsible for updating the geometry and attributes in the centerline gis layer ” meaning the digital data in the tables that make up the layer in the gis computing system.

Address Search

When performing an address search you must use an abbreviated street type:

Restrictions on use: This version of the street_centerlines has had values for military owned streets removed due to security concerns. This version (Public_Street_Centerline )may be distributed freely.
